Oversees full spectrum of HR functions from recruitment, compensation and benefits, performance and talent management, training and development, employee engagement, employee relationship management, payroll, etc.
Responsible for the full-cycle of recruitment processes and employee on-boarding/off-boarding activities, develop and execute recruitment strategies.
Track and manage manpower data to ensure alignment with strategic direction on manpower growth and management.
Harmonise the manpower planning and budgeting process, working closely with internal and external stakeholders.
Organize and support employee engagement and welfare activities.
Support key compensation and benefit activities such as Salary Increment, Performance Bonus, Promotion and Manpower Budgeting exercise, etc.
Oversees and carry out the daily HR administrative and operational works.
Spearhead personnel policies and procedures.
Provide advice to employees and managers and manage employee grievances, conduct and disciplines.
Lead in human resource development by establishing systematic learning process to aid staff to optimize their performances in their present jobs and expected future roles.
Work with business leaders to define the organization structure, key measurement, key success factor.
Ensure all HR practices; records, etc. are in full compliance with statutory requirements.
REQUIREMENTS
Bachelor Degree in Human Resource Management or equivalent from a recognized university.
Proficient in Human Resource and Talent Management System.
Experience working in a research sector is an advantage .
Good Communication and Problem Solving Skills.
Good knowledge of Employment Act and Labour Laws.
Meticulous, resourceful and able to work effectively and independently in a fast-paced environment.
